will reinstalling windows reset any...

...security issues on my pc? i have a system running XP sp2. My mcafee has several bugs I cant get worked out and now AVG and spybot aren't catching everything as well. I was curious if I can reinstall my XP and kind of "start from scratch"? The only things I need to make sure remain on my HD are family photos and songs downloaded.Thanks!
