will my pc run faster if change my old

intel motherboard and put in the extreme striker? i have intel 916gav with 2.8 ghznow its really slow but now i want to now will it run faster than the old intel system if install only 1.8 ghz processing and how much i can overclock it ?? if you can give me all the infomation on my email adressthat is nice_puppy88@hotmail.com or arun_matha88@yahoo.complease i need help
