why is my computer so slow... 512mb RAM?

Its actually my inlaws computer, its 4 years old, has 512 mb RAM. It takes 20 minutes to completely start up. they have 2 "users", and to switch between the 2 takes 20 minutes as well. Is it the ram? would having only 1 user help? its driving me crazy someone please help
