Why are hard drive motherboards exposed?

I always sort of wondered, why do they risk shorting out the HDD if something hits or breaks off something on the hard drive's motherboard? Couldn't they just easily cover this area up? I mean CD drives are covered and floppys are, why not the $100 500 GB HDD with all your information? Is it due to heat or something or what? Someone tell me please.
