Is there a way to make a Windows XP setup disc? Or

a system restore disc? I have a gateway laptop that is missing a certain file. It says I can use the Windows Setup Disc to recover the file, but I didn't get one, I can't even press F11 (or 10) for system restore, I don't have that disc either.
