Silkroad Online Installation Help?

Cannot fully install Silkroad online, when after downloading I duble click on the installer and then please wait.. comes up and after a while an alert box appears saying....This client can be used after the europe update *****NOTE i have tried to install the exact same installer on my laptop but it does not work on my main computer. PLEASE HELP and Thank you
