When I power up my other computer, I do not...

...see my desktop icons.? I only see the black dog on a floor wall paper. How do I get my desktop icons back in view? I have tried to moved the cursor to see if the icons are hidden but nothing happens. Has the profile been corrupted somehow? I have tried powering off and on a few times and still nothing
