pc dilemma - disc to boot failure insert system...

...cd? pc keeps coming up with disc to boot failure insert system cd. can't seem to get the blue screen with this msg - boot disc doesn't work. any ideas on how to resolve this. have checked all the wires are plugged into hard drive.
