The operating system on my PC is Windows 98

SE. I want to upgrade to Windows XP.? I do not have the CDs for Windows 98. If I buy an upgrade CD for Windows XP, will I be able to upgrade without having the Windows 98 CDs? If not, what is the alternative? A full install of Windows XP or Vista? I understand this needs an empty HDD. How do I save existing files?
