My father deleted his Recycle Bin on windows Vista. I

got the icon back but when he adds a file to be deleted? when adding a file that needs to be deleted it won't fill up like its suppose to anybody have a clue how to get it back to normalits back up the recycle bin just the only problem is usually when you add a file to it it looks filled up with paper.
