iPhone: can i pay the cheapest monthly?

i currently dont have the iPhone but want it. however i dont have cingular. would it be possible to buy a cheap cingular phone and use it for a small amount of time (like a month or so) then buy the iPhone and paying the $20 or $30 a month for current cingualr users? could this work?
