Well if you share the device it will be available to the network, if it isn't shared it wont be available. It doesn't matter if it is a CD, DVD, usb drive etc. what matters is the sharing status of the device. You can share it to make it available and then unshare it if you dont want it available. Cant tell the second part of your question since it cut off. If you want to share based on users you need to set the share appropriately.
