How much voltage would it take kill a cars...

...electrical system without killing or harming the driver? In the movie " 2 Fast 2 Furious" a police officers shoot a kind of "electirc rocket" at a car and doesn't harn the guy. Can you really kill a cars electrical system without killing/harming the driver or is this just movie magic.
