How do you open the console for Morrowind on Windows

Vista? I just bought a new computer and it has Vista on it. I am playing Morrowind and everthing works fine except I cannot get the console to open. Everythinks tells me to hit the ~ key, but nothing happens. Anyone know how to get the console open?
