How do I change the Startup image on the "Windows 98

Boot Disk"? I wish to change the boot disk startup image on the windows 98 boot disk, because we use it all the time at my job and i would like to personalize it. like dose anyone know which file in the bootdisk contains the image?I ment the Floppy boot disk, that can run fdisk and other programs, not the start up image, when 98 is installed on the machine.
