how can i correctly setup international...

...shipping with yahoo stores via ups? I currently have a store online that does accept UPS international shipping including CANADA. However every time i get an order in the shipping comes in as $0. How can i get this to work and is there a way to offer USPS shipping that auto calculates for international shipping as well?
