Change folder icons on Windows 98 or ME?

I've been customizing my computers(Win98 and ME) for a year now. They look exactly like an XP. All I need is to change the folder icons. I need to do it without any software, but if there is no other way, just suggest a software.(When changing folder icon, it will apply to all folders)
