I bought a new video to play counter strike 1.6,...

...geforce 8400 gs 256 mb, I still only get 60 fps??? The old card I used to play counter strike on was a geforce mx4000 about 3 years old. This new card geforce 8400 gs is up to date and still I only get 60 fps in counter strike 1.6. Help?
