Â¿How to add a new time zone configuration...

...to a Windows Mobile 2003 device? Because the GMT -4:30 (Caracas) doesn't exists in Windows Mobile 2003 and Microsoft hasn't released a update for these devices. (Only released updates for Windows Mobile 5 and Windows Mobile 6)
