32 Bit Windows Vista wont recognise full HD?

This isn't much of a hassle for me, considering I was going to partition my hard drive anyway. I'm using Virtual PC to put Windows Vista on my hard drive, but only the 32bit version. I found it curious that it only recognized 64 GB of my whole 200 GB hard drive. Is there an explanation for this? Is it because it is only a 32-bit OS?
